市场经济的发展,人们公共生活领域的不断拓宽,使公共道德问题成为关于公民社会的热门话题。通过对转型时期伦理领域面临的主要困境——公共伦理缺失的成因如传统伦理的隐患、公德具备公共用品使用和回报的特殊性以及公德行为道德监督情境的弱化等的分析,提出加强和完善德福一致的公德制度建设、加强公德教育、提高公德意识以及重视公共行政人员的伦理关怀及其德业以构建转型时期的社会伦理秩序。

With the development of market economy and the expansion of people＇s living space, public morality has become a popular topic about“citizen society”. This article analyzes the main puzzles existing in the field of ethics in the new period-the main reasons for the loss of public ethics such as the lack of traditional public ethics, the particularity of public morality as public goods, etc., and proposes that the construction of public ethics system should be perfected, public morality education be strengthened, awareness of public morality be increased etc. in order to stabilize social systems.
