On the Legitimacy and Justice in Public Administration

合法性和公正性是公共管理的两个最基本原则。合法性为公共管理提供了可能性前提,公正性构成了公共管理提供了必要性条件。公共管理中的合法性原则和公正性原则具有内在的统一性,公正性是合法性的基础,合法性是公正性的结果和表现。我国公共管理制度的改革必须坚持公正和效率的原则,需求多种渠道,增强公共管理的合法性。

Legitimacy and justice are the two cardinal principles in public administration. While legitimacy provides public administration with the premise of possibility, justice offers it the necessary conditions. The two principles in public administration are internally unified, that is, justice is the very basis of legitimacy, whereas the latter, the result and expression of the former. The reform of public administration institutions in China must persist in the principles of justice and efficiency, and seek to strengthen the legitimacy of public administration through different ways.
