However, in Shandong Province, the long- term trend of the increasing rate of the capital input and the contribution rate of the capital are in reverse, which means that the efficiency of the capital is decreasing.It also means that we should promote the transform rough economic growth. In order to get reasonable input and efficient output, we should found a correct idea of input and output, clarify the input directions, emphasis and structure and make strategies of input according to the situation of Shandong Province. We should make policies to guide the state - owned economy to form correct investment and operation form of the capital. We also should create good environment, increase the ratio between input and output, so as to acquire better economic effect and social effect.
