统筹经济社会发展是科学发展观的重要内容和基本要求。经济发展是社会发展的前提和基础,社会发展是经济发展的结果和目的。社会发展具有丰富的内容。要正确认识和处理经济发展与社会发展的辩证关系,推动经济和社会的协调发展,实现二者的良性互动。经济社会协调发展既表现为质的协调发展,又表现为量的协调发展。统筹经济社会发展不但具有客观必然性,而且具有重要的现实意义。其实质就是在经济发展的基础上实现社会全面进步,提高全体人民的福利。

And economical development is the premise and foundation of social development, and the latter, having substantial content, is the result and purpose of the former. Therefore, it is necessary to properly understand and deal with the dialectical relations between economical and social development, spur the coordinated development of economy and society, and achieve the fine interaction between them. The coordinated development of economical society is manifested with that of quality and of quantity both. The whole plan of economic and social development possesses not only the objective inevitability, but also the important significance of reality. Substantially it is that with a basis of economical development, achieving the comprehensive improvement of society and increasing the well - being of all the people.
