摘要
生活世界的政府不同于科学世界的政府,这是行政科学产生以来始终未得到关注的问题。生活世界顾名 思义就是公民生活的场所,或者说由公民自主生活构成的整体,但生活世界不仅仅是公民生活的世界,它更是公民 德性实现的世界。政府在生活世界中处于第三人称观察者的位置,生活世界的成员根据政府公共行政对其德性实 现的效用定义政府。政府在生活世界中引导和维护生活世界的合理化,肩负着伦理责任;政府在生活世界中兑现 与公民的行政契约,承担着道德责任。因而,政府必须在生活世界面前保持坚强的自制,又必须卓越地领导生活世 界的发展。在生活世界中政府从消极和积极两方面展示其公共性。
The government in living world differs from the one in world of administrative science, which is a question not explored before. The living world in itself is the arena where citizens lives, or the whole consisted of citizens'independent lives,but the living world is not just one where citizens live,but one where citezevs achieve virtues . In the living world the government is the observer in person of the third, which is defined according to its avail to citizens achieving their virtues. The government shoulders ethic obligation, she has to induct and maintain the rationalization of the living world. The government bears moral obligation, she has to encash the contract with citizens. The government must keep steel continence before the living world, and she must lead the development of the living world too. The government unfurls her publicity from aspects of both passiveness and activeness.
