Integration of Municipal Water Supply Industry Based on Multi-entity Ownership

在长沙、株洲、湘潭(简称“长株潭”)经济一体化和国内水务市场逐步开放的背景下,研究了“长株潭”城市群供水产业的现状、相互间的互补性和实施一体化的可行性,并在此基础上提出了基于产权多元化的“长株潭”城市供水产业一体化的基本原则、实施步骤、治理模式,并对实施过程中的主要风险及规避策略进行了探讨。

Against the background of Changsha-Zhuzhou-Xiangtan （CZX） regional economic integration and opening of national water affairs market, investigation was made on the current status of water supply industries in CZX region, their complementarity, and the feasibility of integration of municipal water supply industry. Accordingly, the basic principle, steps for implementation, operating mode of the integration of municipal water supply industry in CZX based on the multi-entity ownership were presented. And finally the main risk and avoidance strategy in execution of the integration were discussed.
