发展党内民主,保障党员的民主权利,首先要保障党员的知情权。因此,从完善党内沟通体制入手发展党内民主,是一条可行的途径。要完善党内沟通体制,发展党内民主,保障党员民主权利,关键是在横向上要完善各级党组织内部的沟通机制;在纵向上要完善党内信息上下快速传递的沟通机制。

It is foremost to endow each CPC member with the right to know the truth in order to build inner-party democracy and to protect each CPC member＇s democratic right, therefore, it should be a workable way to start with improving the inner-communication channel. The most important thing is to improve the communication channel within each CPC organization, and meanwhile, improve the information-releasing channel between the organizations of upper and lower level.
