Environmental trade policy in China under WTO system

新世纪“千年回合”的启动,使贸易与环境问题再次成为瞩目的热点。在“千年回合”中,WTO体制的新成员、发展中国家的中国该如何面对这一“国际贸易的新问题”,如何适应多边贸易体制下的环保贸易规则,保护本国环境,冲破各种“绿色贸易壁垒”,以及如何推动环境保护与贸易自由化的相互协调发展,是我们面临的重要问题。本文从考查环境保护和贸易自由的关系出发,仅对WTO的环保贸易条款进行分析,并针对该条款探讨中国入世后面临的挑战及采取的应对措施。

Trade and environmental question become the hot point again with the starting of ＇millennium round＇ in the new century. How to deal with the new question in international trade for China, the new member of WTO and the developing country, how to accept environmental-protecting trade rule of multilateral trade system for protecting the national environment and breaking through various kinds of ＇ green trade barriers＇, and how to promote environmental protection and the harmony of the trade liberalization is is the important problem that we face. This essay analyses the environmental protection trade clause in WTO and proceed the counter-measure through those clauses from investigating the relation between the environmental protection and freedom trade.
