创新农业用地经营机制,将成为我国现代化建设进程中农村经济发展的新模式。在农地集体所有权明晰的基础上,农地承包经营权的物权化是机制创新的基础,应该稳步推进;农地使用权流转的市场化是机制创新的取向,应该逐渐实现;农地经营的适度规模化是机制创新的关键,应该鼓励和推广。

Blazing new trails towards the mechanism of countryside land management would be a new mode for developing countryside economy in the course of modernization of our country. On the basis of distinct collective ownership of countryside land, the property right of the land contract right , which is the basis of the creation of mechanism, should be steadily improved; the general adoption of the market principle of the circling of land-employing right, which is the orientation of the creation of mechanism, should be gradually realized; and the proper scaled land management , which is the key of the creation of mechanism, should be encouraged to popularize.
