析“9·11”事件后日本防卫战略的调整与东北亚安全及其对中日关系的影响

An Analysis on the Influences to the Security in the North-east Asia and the China-Japan Relationship Bringing by the Adjustment of the Japanese Defensive Strategy after the "9·11"

东北亚地区由于本身的特殊历史因素以及地缘政治特性,至今尚未形成有效的地区安全机制。“9.11”事件后,世界面临着新的复杂形势,日本借口支援美国进行反恐战争,公然向海外派兵,同时加快了“有事法制”建设,扩充军事力量,从法律和体制上对其防卫战略做出了重大调整。日本的政治军事动向给东北亚地区安全和中日关系带来了新的不安定因素和消极影响。然而地区局势长期的和平和安全只有通过增强政治信任和建立良好的国家间关系才能取得。

In the North-east Asia, at present there is still no an effective security system because of the special history factor and the geographical characteristic in the region. After the “9·11”, the whole world is faced with a new and complicated situation. In terms of supporting the anti-terrorism war,Japan begins to send troops to the overseas overtly,quicken the establishment of the well-founded-legal system, and also expand the military force. It can be said Japan has made an important adjustment of its defensive strategy. The political and military trend of Japan not only brings new dubious factor to the security in the North-east Asia,but also produces negative infection to the China-Japan relation. Meanwhile, a long peace and security in the North-east Asia, can only be gained through building up the political trust and establishing good relationship among the related countries.
