中美高校学术规范文本的比较与评价——北京大学与乔治·华盛顿大学关于学术行为规定的个案分析 被引量:4

摘要 通过对《北京大学教师学术道德规范》和美国《乔治.华盛顿大学关于学术不端行为处理程序的规定》的比较发现,北京大学在处理学术不端行为的程序中存在着以下几个问题:一、文本没有对相关的概念做出明确的界定;二、将调查的权力下放到院系学术委员会不利于调查的开展;三、质询和调查两个重要程序宽泛笼统,不易操作等。而乔治.华盛顿大学比较妥善地解决了这几个方面的问题,为遏制学术不端行为提供了有力的制度保证。由此可见,我国高校学术规范制度建设还有进一步完善的必要。 The article makes a detailed comparison between two texts. The writer thinks some problems do exist in Peking University's dealing with academic misconduct and offence and its reporting procedures : first, the text lacks definite definitions of some concepts; second, Peking University transfers the investigating power to the academic committee of schools and faculties, which is unfavorable to investigation; third, the important procedures such as inquiry and investigation are too general and broad to be practical, and so on. Meanwhile, George Washington University solves these problems properly. The conclusion is drawn that the current academic norm system in our colleges and universities is neither integrated nor easy to operate, and there is still a long way to go in its construction.
