基于委托代理理论的水资源资产化管理体制及应用

Water Resources Capitalization Management System Based on Principal-Agent Theory and Its Application

水资源不仅是资产,而且已经成为制约我国经济社会发展的战略性资产。鉴于此,对水资源实施资产化管理的必要性进行分析,对当前国内外水资源资产化管理现状进行研究,并引入委托代理理论,构建了基于委托代理理论的水资源资产化管理体制,最后,阐述了该模式在南水北调工程中的应用。

Water resources has not only been the assets, but also already become strategic assets, which has restricted socio-economic development of our country. In view of this, the necessity of implementing water resources capitalization management was analyzed, the status quo of domestic and international research on water resources capitalization management was expounded, and the water resource capitalization management system based on principal-agent theory was established in this paper. Application of this management mode to the south-to-north water transfer project was introduced in the end.
