2003年9月9日我国六部门共同出台了《2003-2010年全国农民工培训规划》。农民工培训是一个系统工程,涉及到中央与地方、地方与地方、政府与企业、政府与农民工之间复杂的博弈关系。两年时间已经过去了,效果不尽理想。为了使该工程的落实效果达到最大化,有必要对各方的经济行为进行分析,然后谨慎处理其间的博弈关系。

September 9th, 2003, six ministries issued ＇national peasant＇s engineering of training＇ in 2003-2010 together. It is a systematic project. It is concerned with the complicated chess match relation among centrality, locality, enterprise, and peasant . In order to make the result of implementing of this project reach maximize, it is necessary to analyze the economic behaviors of all parties to deal with the relation of playing chess of each side prudently.
