在国有企业改革不断深化、市场竞争日趋激烈的形势下,国有企业党组织建设遇到了新的挑战。思想建设和制度建设是基层党建2个不可缺少而又相辅相成的环节。基层党组织的制度建设是一项长期而艰巨的任务,因为任何制度都要经历一个从建立到不断完善的过程,任何制度的内容和形式都要根据党的中心任务的变化而不断丰富和发展。

Because of the deep reform in state - owned enterprises and the fierce market competition , the Party organization of state - owned enterprises is encountering a challenge. The construction of thoughts and system are necessary links in the construction of grassroots party. This construction is a lengthy and hard project since every system must go through a process from founding to being perfect;and its content and forms must be enriched and developed according to the main task of the Party.
