How to consider the environmental feasibility of the diversion works of the surface water from the angle of the environmental economic profit and loss is a very important problem in the environmental impact assessment. This paper probes into the environmental loss and profit in the construction of the diversion works of the surface water being as a non- pollutive ecological project, which provides the decision-making with some foundations about the feasibility of the engineering construction from the angle of the environmental economy.
