公共部门人力资本特性与公务员业绩有效考核机制的构建 被引量:1

摘要 公共部门人力资本在投资主体和产出品等诸多方面具有区别于一般人力资本的特殊性,正是这种特殊性,使得适用于一般人力资本业绩的考核机制如果直接应用于公务员的业绩考核,就必定存在一定的局限性。真正有效的公务员业绩考核机制应该立足于这类人力资本的特殊性,通过优化一般考核机制的途径来构建。
