Study on the Health Policy for the Difficult Group in Rural Areas

从农村困难群体卫生政策价值基础、政策体系、研究内容等方面进行探讨,认为制定具有持续性、有效性的农村困难群体卫生政策,需要在对困难群体、政府、卫生服务机构等相关人群和部门的理性预期基础上,运用财政体制改革、绩效管理的总体思路对每一环节提出具体的调整措施。

This article analyzes the value foundation, framework and study content of the health policy for the difficult group in rural areas, points out that to make the sustainable and effective policy needs to make objective and reasonable expectation on the difficult group, government and health institutions, and also needs to design the definite measures including the technical methods to adjust these behaviors in different stages guided by the financing reform and performance management theory.
