摘要
为媒体产业提供一个法制化的市场环境必须对现存的环境重新进行设计,能否在现行的法律制度的框架内,建立起以调整传媒民事法律关系的主体、客体、内容为主导的有效的、完备的国内法律体系,能否在准确解释和熟练适用WTO规则的基础上,制定一套符合本国发展战略的涉外法律体系,是中国传媒制度能否民主化、科学化的关键。
To provide legalized market surroundings for media industry requires redesigning the current situations. Whether we can set up, in the current legal regime, an effective and complete national legal system dominated by the subject, content and object which readjust the media civil relations and whether we can, based on the precise interpretation and skillful application of the WTO regulations, work out a law system concerning foreign affairs suitable for the national development strategies are the key factors to make the Chinese media system scientific and democratic.
