江苏省科技人才队伍建设实证研究表明:科技人力投入与科技产出呈现高度相关性。建设与江苏经济社会发展目标相匹配的科技人才队伍,要像重视基础设施建设投资一样重视R&D经费投入;要充分发挥政府和企业两个积极性;要不断进行制度创新,建立与国际接轨的科技人才管理机制和服务范式。

It has been proved by the substantial evidences in the construction of the qualified team of scientists and technicians in Jiangsu Province that there is a close correlation between the input of scientific and technological manpower and the output of science and technology.In order to construct a team of scientists and technicians qualified for the development objectives in Jiangsu economic society,enough attention should be paid to the input of R&D funds as to the construction of basic facilities;the initiatives of government and enterprises should be brought into full play,and a management system and service model integrated into international practice of the qualified team of scientists and technicians should be established with constant systematical creation.
