论我国水权制度体系的完善

Discussion on the Perfection of the Water Right System of Our Country

水权制度在实现水资源多元价值方面发挥着不可替代的作用,是解决我国水危机的关键所在.但目前我国水权制度存在的问题主要是理论界对水权的认识模糊、水资源产权界定不清、水资源管理体制不畅以及水权转让、交易制度不完善等.因此,本文对水权的涵义作了比较分析,并就我国水权制度体系中存在的问题提出了完善的建议.

Water right system is playing an irreplaceable role in realizing the plural value of water resource, and it is the key point in dealing with the water crisis in our country. But now the problem that the water right system of our country has is the knowledge of water right vague in academic field, the water resource property right is limited and not settled, the water resource management system is not efficient as well as the water right transfer and trade system is not perfect etc. So, the meaning of the water right is analyzed comparatively, and aiming at the exist problems in the water right system of our country, some suggestions are put forward to improve the system.
