WTO-TBT/SPS制度框架和中国产业安全被引量：2

摘要 WTO 设立了相关国际制度框架,试图对技术性贸易壁垒进行有效管制。该国际制度框架的实质构成就是《技术性贸易壁垒协议》(英文缩写 TBT)和《实施卫生和动植物检疫措施协议》(英文缩写 SPS)。两大协议的宗旨都在于通过限制技术性贸易壁垒的滥用、作为保护主义工具来改善国际贸易环境,同时承认基于市场失灵的技术性贸易壁垒存在的合理性。本文从管辖权限划分、政策工具使用、政策目标设立的角度对协议的有效性进行评价,并提出 WTO-TBT/SPS 制度框架下中国维护产业安全的政策取向。
