医院门诊药房与零售药店药品品种及价格的比较

A comparative study on the types and prices of drugs in outpatient pharmacies and retail pharmacies

目的 了解医院门诊药房与零售药店药品品种与价格,知晓其差异,提出相关政策建议。 方法 对4个省的7家药店和8家医院门诊药房的药品品种和价格进行调查和比较分析。结果 医院 门诊药房和零售药店经营药品的种类差异较大;患者持医院处方到零售药店有60％的可能购不到所开 药品;医院门诊药房与零售药店药品的质量、价格管理方式不同;医院门诊药房和零售药店药品同类品 种的零售价格水平不同;单独定价药品价格虚高较为严重;医院药剂部门在拥有高中级药学人才方面占 有绝对优势,其药事服务能力零售药店难以企及。结论 医院门诊药房和零售药店具有较大差异性。 目前情况下,出台剥离医院门诊药房,或者鼓励门诊病人到零售药店进行处方调剂的政策性规定,条件 尚不成熟。医疗机构要进一步规范药品采购行为;要规范医疗机构医生的处方行为。

Objective To understand the types and prices of drugs in outpatient pharmacies and retail pharmacies, study their differences and provide corresponding suggestions on policies. Methods The types and prices of drugs in 7 pharmacies and 8 hospital outpatient pharmacies in 4 provinces were studied and compared. Results Significant differences were found in the types and prices of drugs in these outpatient pharmacies and retail pharmacies. Retail pharmacies might fail to fill 60% of the physician prescriptions. The quality and price control of drugs in outpatient pharmacies was different from that in retail pharmacies. The types and prices of drugs in outpatient pharmacies were different from those in retail pharmacies. Many drugs independently-priced were extremely high. Pharmaceutical departments of hospitals had abundant senior and qualified pharmaceutical personnel whose pharmaceutical expertise was far superior to that of retail pharmacies. Conclusion There was a significant difference between outpatient pharmacies and retail pharmacies. Under the circumstances, it is not yet feasible to release policies and regulations that would separate pharmacies from hospitals or encourage outpatients to fill their prescriptions in retail pharmacies. Medical institutions should further standardize their purchases of drugs as well as prescriptions by physicians.
