农村养老保险的制度缺陷和资源稀缺严重阻碍农村经济的可持续发展和农民收入水平的提高,影响社会安定和社会公正,影响社会主义和谐社会的构建。因此,适时开展农村社会保障制度建设尤其是农村社会养老保险体系建设,是我国市场经济发展的客观需要,也是我们构建社会主义和谐社会的必要条件。

The defects of rural endowment insurance system and the serious lack of resources have not only greatly hampered the sustainable development of rural economy as well as the increasing of peasants＇ income, but also affected the social stability and fairness as well as the building of a socialist harmonious society. Therefore, it is the objective need of China＇s market economy and the demand of building a socialist harmonious society to enhance the construction of rural social security system in due course especially the construction of rural social endowment insurance system.
