摘要
目前,在各类社会经济系统评价领域中,关于影响因素及评价指标的选取往往存在较大主观随意性.针对此问题,提出四种相互匹配的指标体系设计方法论原理,分析这些原理所依据的哲学基础,阐述其具体实现步骤,并以我国产业集群竞争力评价体系设计为例,剖析这四种原理在实践中的应用过程,使其不仅具有理论指导作用,而且具有现实操作性.
Aiming at the subjectivity and rulelessness currently in the designation of evaluating indices for socialeconomic systems, this paper puts forward four kinds of methodological principles, which can be used for the determination of influential factors and indices effectively. Then the philosophy bases of these principles are analyzed, and the procedures for implementation are elaborated, too. And then, taking the evaluation of industrial cluster of China as example, the steps for application of those principles are illustrated, which can make them not only have the instructional meaning theoretically, but also have stronger operability realistically.
