中国经济波动的信贷解释:增长与调控

Credit Control and the Fluctuation of the Chinese Economy

本文从分析货币与信贷在解释经济波动的差异入手,结合中国政府主导经济的特点,建立了一个中央与地方政府目标冲突的信贷模型,分析中国的经济波动。中国的经济波动在很大程度上源于缺乏“信贷约束”的地方政府提供过度的总量供给与承担宏观调控和银行风险的中央政府存在需求压缩之间的矛盾。增长与调控从时间上讲是相互分离的两个过程,低利率与负利率是这个过程的副产品,客观上起到了缓解信贷偿还压力和减少宏观经济风险的目的。上述结论得到经验研究的有力支持,经济增长和信贷增长尽管存在长期的“协整”关系,但经济系统出现偏离时,以行政命令为主的GDP调整较信贷规模调整有更高的显著性。

A credit model is bulit to analyze the business cycle in China. We find that economic fluctuation comes from the over-supply of the local government, who is short of credit constraint. But the central government has to control the demand under the pressure of overheating and bank risks. In this process, inflation and interest rate control are the by-products of economy growth. The empirical research also shows cointegration relationship between GDP and credit scale.
