摘要
从探讨技术创新经费作用机理入手,采用结构优化和正交试验法利用海格集团的样本将创新经费来源和分配两个方面统一起来进行研究,提出了海格集团技术创新经费投入优化结构,即当创新经费来源中企业自筹的比重为50%~70%,创新费用投入到R&D阶段、中试阶段两阶段的费用比为1:(1~4),创新经费投入强度较高时,创新效果最佳.
The text begins with discussing the functional mechanism of the technology innovation budget. The point of the text is to unify the source and distribution of the innovation budget through using the samples and then to adopt the structure optimization and varimax test method to research it, putting forward the Harbin HEG Group's optimized budget structure devoted to technology innovation. Namely, technology innovation achieves an optimal effect when self - financing of the enterprise is 50% - 70% of the technology innovation budget and the budget proportion between the R&D technology innovation budget is 1: (1 -4), and the phase and the medial experiment phase induced from the devotion of the technology innovation is sufficient.
