油田新经济模式中工会维护问题的再认识

Reflection on Maintaining Trade Unions in the New Economic Mode of Oil Fields

当前,石油企业正由计划经济向完全开放的市场经济方向迅猛发展。油田工会必须从战略发展的高度,审时度势,依法维权;必须坚持把发展作为第一要务,努力确保绝大多数职工能够享受到改革和发展带来的实际成果;必须树立动态的维护观,在动态环境中实现油区社会大局的稳定;必须加快工会社会化保障体制建设,落实“两个确保”和“三条线保障”制度,使不同利益群体都能够得到持续有效的基本社会保障;必须改革工会工作模式,建立适应油区新经济发展需要的工会组织体制和运行机制,更好地履行工会维护职能。

At present, oil companies are increasingly transforming from planned economy to completely open economy. Trade uniom of oil fields are confronted with the situation in which multiple economic entities are showing up, multiple levels of industrial relations are changing, and multiple levels of the structure of interests are taking shape. In this ease, they have to fully analyze the current situation and protect workers＇ rights according to laws with a strategic point of view. They have to insist on making development their priority and make sure that most workers can share the actual fruits brought about by reform and opening up. They have to cultivate an active attitude towards rights protection and maintain stability in the dynamic environment. They have to accelerate the construction of socialized social security systems in trade unions, implement the iustitutious of two guarantees and three means of security and make sure all interest groups can obtain continuous and effective basic social security. We have to reform the working style of trade unions and build new organizing and operating systems in which trade unions can better perform their function of protecting workers＇ rights.
