摘要
构建和谐社会，健全的法律制度是首要的基石，公众和政府对法治精神的认同和持守是关键性的支柱。对法律内容的认同，能够全面以法律做排解纷争的依归，那是最理想的。但守法精神最切实的体现，在于即便是面对的法律是个人不喜欢或认为不方便的，却仍然谨守坚持，接受“法律的凌驾性”，这是平稳社会最大的保障。要缔造和谐社会和贯彻法治精神，公众和政府必须切实执行法律面前人人平等的原则，所有人不分种族、阶级、政见、宗教和性别都共同享有法律赋子的权利，同时尊重其他人也拥有及享有这些权利。
“For the development of a harmo nious society, a complete legal system will be a primary comerstone while the recognition of and adherence to the spirit of the rule of law by both the public and government will be a principal pillar. It will be the most ideal to reach general recognition of the content of law and general application of law as the basis to settle all disputes. The most practical embodiment of the spirit of abiding by law will be persistent and earnest observation of law by all and universal acceptance of the“supremacy of law”, which will be the greatest guarantee for social stability, despite the fact that certain individuals do not like law or find it inconvenient to abide by law. To develop a harmonious soci- ety and implement the spirit of the rule of law, the public and government must practically implement the principle that “All men are equal before the law,” andthe principle that all people, regardless of races, social classes, political orientation, religious belief or gender, commonly enjoy the rights granted to them by law, and, at the same time, respect the enjoyment of such rights by other people.
