摘要
最近，中共中央转发了《中共全国人大常委会党组关于进一步发挥全国人大代表作用，加强全国人大常委会制度建设的若干意见》（以下简称《若干意见》）。《若干意见》明确提出，充分发挥人大代表作用，建立健全人大代表依法履行职责的各项具体制度，进一步增强人大代表工作的实效，是坚持和完善人民人大代表大会制度的重要内容。
Recently, the Central Committee of the Communist Party of China .（“CPC”） forwarded the Opinions of the CPC Committee of the Standing Committee of the National People＇s Congress on Further Fulfilling Functions of Deputies to the National People＇s Congress and Strengthening Systematic Construction of the Standing Committee of the National People＇s Congress （the “Opinions”）. The Opinions make it clear that： further fulfilling the functions, establishing and enhancing various specific systems on legally fulfilling the powers and duties, and strengthening the practical work performance, of deputies to the people＇s congresses （“congressional deputies”）, is an integral part of sticking to and enhancing the people＇s congress system.
