摘要
作为为人民服务的政府,建立和完善应对突发事件的危机管理机制,是政府的职能,也是服务型政府的重大责任。本文立足于建立和完善应对突发事件的危机管理机制,从政府应当树立对突发事件的心理准备出发,系统论述政府应对突发事件的危机管理机制及官员问责制,以资我国服务型政府的营造。
To establish and perfect a crisis management mechanism for unexpected tragic events is not only the function but also one of the duties of government for the people. This paper, starting from the idea of crisis management mechanism, discusses the psychological and systemic preparations of government for unexpected tragic events. It' s believed that an accountability system should be introduced in this respect for service-oriented transformation of the Chinese government.
