高校科技发展能力是衡量高校发展前景的一种综合测度,是其科技竞争力的重要组成部分。本文以高校科技发展的几个方面为背景,对高校科技发展能力的内涵和基本特征作出客观分析,以提高科技核心竞争力、完善科技创新体系为视角,对高校科技发展能力的挖掘与提升作了探讨和建议,为科学地发挥科技发展能力的作用,使高校科技竞争力得到进一步提高,最终推动我国的国际竞争力,为在实践中增强高校科技发展能力而一系列微观决策的制定,提供参考建议。

Sci-tech development capability of colleges and universities, as an important part of sci-tech competitiveness, predicts the future of the institution. This article analyzes the contents and features of sci-tech development capability, for the purpose of sharpening the competitiveness of colleges and universities and perfecting sci-tech innovation system in China. A series of microscopic approaches have been offered to enhance the sci- tech development capability of colleges and universities, which, in turn, will contribute to China＇ s competitiveness.
