摘要
我国《公务员法》的制定已经进入了提交人大常委会审议阶段,但是由于《公务员法》草案中在与WTO和国际接轨、公务员定义和范围界定、公务员的进出升降奖惩等方面、对公务员的监督以及保障公务员权利五个方面问题还没有得到很好的解决,给《公务员法》顺利通过带来了障碍,只有真正解决了以上问题《公务员法》才能顺利出台并在实践中取得良好的效果。
Civil Servant Law has been submitted to the Standing Committee of the Nattional People's Congress for review. The draft has left 5 problems unsettled: the harmonization with WTO; the definition and ranks of civil servant; the admission, dismissal, promotion, demotion, award and punishment; the supervison of civil servant;and the ensurance of rights. These factors are the obstacle to the passage of Civil Servant Law. Only after the settlement of those problems, can civil Seruant Law have a smooth appearance and bring into effect in practice.
