创新是现代经济中无处不在的现象,是一个系统性的过程。创新系统是创新过程中的所有对创新的发展、扩散和运用能产生影响的经济、社会、政治、组织、制度以及其他因素所构成的系统。创新系统的功能与系统内部的组织、制度和结构相关。国家创新系统的研究应关注创新过程中的基本行为的组织、分布和协调。

Innovation is a kind of phenomenon that occurs everywhere in the moderneconomy, and it is a systematic process. Innovation system contains economy,society, politics, organizations,systems and other factors that affect the developing,diffusing and exercising of innovation during its process. The Functions of Innovation system relates to its internal organizations, systems and structures. The research of national innovation system should pay attention to the organization, distribution and harmony of essential behaviors during the innovation process.
