摘要 根据诺贝尔奖获得者大多为大学教授这一事实,论证了大学最具备基础研究所必要的学术自由探索的氛围和条件。指出中国当前大学学术自由探索的潜在优势没有受到重视,基础研究的大学主业地位没有得到确认;所提倡的大项目、大平台、大团队的方式实际上是追随研究机构在发展和应用研究中的做法,忽视了大学自身的核心能力,是大学科学研究工作的错位;认为当前大学科学研究工作实际上遵循任务导向的战略思路,偏重发展和应用研究、强调团队精神和“攻关式”战术;建议采纳基础设施导向的战略思路,以基础研究为主,改善软硬件环境,促使研究个体充分发挥学术自由探索精神,采用“散兵式”战术。 Based on the fact that most of the Nobel Prize winners are university professors, this paper argues that universities possesses the atmosphere and conditions of the freedom of academic exploration which are indispensable for basic research. It points out that great importance is not attached to potential advantages of freedom of academic exploration in current universities, and the primary position of basic research is not affirmed. In fact, the advocated mode of big projects, big platforms and big teams is just to follow practices of research institutes in development and applied research, highlight the team spirit and the tactics of tackling key problems, which ignores the core ability of universities themselves. This is a dislocation of science research work in universities. The paper indicates that the present science research work in universities actually follows the strategic idea of mission-oriented, and emphasizes particularly on the development and applied research, the team spirit and the tactics of accomplishment. This paper suggests adopting the infrastructure-oriented strategic idea, improving the conditions of software and hardware based on basic research, and spurring every researcher to sufficiently exert the spirit of the freedom of academic exploration with the “skirmishertype” tactics.
