试论县级科技能力的基本内涵及其评价体系

The Connotation of County-level Technological Capacity and its Evaluation Index System

县域经济处于国家经济与社会发展的最基层,农业在县域经济中占主导地位,是农业科技成果应用与扩散的主要场所。县级科技能力的强弱决定着科技成果转化应用的效果,是实现科技与经济有机结合、有效解决“三农”问题的重要措施之一。文章在借鉴科技能力内涵和实地调研的基础上提出了县级科技能力的基本内涵及其构成,并且构建了县级科技能力评价指标体系。

County-level economies are the grassroots of the country＇s economy and social development, and agriculture plays a leading role in county-level economies. Besides, counties are the major sites for the application of agricultural technologies. The technological capacity of a county determines the efficiency of transforming science achievements into actual applications. It is also a major means to resolve the “three rural issues”. In this paper, the basic connotations and its composition are described and an evaluation index system of county-level science ＆ technology capacity is established.
