摘要
“法定支出”的存在,使有限的财政资金被瓜分和肢解,为贯彻《预算法》设置了障碍,也给经济社会发展特别是地方财政发展带来了问题。对“法定支出”形成的原因、带来的主要问题进行分析,并提出相关建议。
The occurrences of ＂legal expenses＂ result in such problems as the misspending the limited financial funds, insufficient implementation of Budget Law Acts, impeding the development of local economy and especially that of local finance. The paper puts some constructive solutions to the relevant problems by analyzing the causes of how ＂legal expenses＂ have occurred and the major problems they have led to.
