Options of Minimum Life Guarantee and System Innovation of Urban and Rural Residents - Taking Nanjing as an Example

如何根据城乡贫困人群现实与长远利益需求提供低保,事关民心安定和社会文明。确立“以人为本”的保障理念,注重福利政策选择,以发展需求改进供给方式,优化保障资金配置,加大精神关爱投入,应作为社会救助制度改革与创新的新取向。

Based on the theoretical analysis and conclusion of implementation of minimum life guarantee experience in Nanjing City, the current thesis propose to set up guarantee idea of “People First”, to pay attention to the welfare policy, so as to improve the method of supply, to optimize the disposition of fund, to strengthen the input of mental concern as a new orientation of reform and innovation of social security system.
