工程造价与建筑市场关系的认识与思考

Some Considerations on the Relatienship Between Engineering Cost and Construction Market

在建设领域,几年来大张旗鼓地整顿和规范建筑市场秩序,并在今后几年仍将继续加强,目的就是要适应WTO,适应工程建设管理市场化的需要。然而由于受计划经济体制根深蒂固的思想束缚,建筑市场化的道路自改革开放20多年来一直落后于其它行业,而其中工程造价改革滞后则是最重要的原因。笔者针对建筑市场混乱的局面,提出了一些见解与分析。

In road construction, it is common that the final cost is higher then the budget, and the budget is higher than the cost estimated bet＇ore. These phenomena result in the investment out of control and cause negative effect on the development of national economy. So, it is necessary to strengthen the control and management of road construction cost under the market economy conditions.
