On the Cultivation of Virtual Self-discipline by the Present Administrative Body

道德自律能力是行政主体对自身行为进行自我立法、自我约束的能力。当前社会上所存在的大量行政伦理失范现象,究其根本原因就在于部分行政人员道德自律能力的缺失。因此,加强对行政主体进行道德自律能力的培养不失为杜绝行政伦理失范现象的有效途径,并为社会所期待。

Competence of virtual self-discipline is the capability of the abministrative body to commit self - rule and self- control. The lack of the competence among some administrative individuals is the ultimate cause for the loss of mass administrative ethics in our society. Therefore, an effective way is to cultivate this competence among the administrative body to diminate the loss, and this cultivation is expected by the society.
