如何化解县乡财政困难

HOW TO COPE WITH FINANCIAL DIFFICULTIES OF THE COUNTIES AND TOWNSHIPS

目前我国县乡财政困难,已经造成了一定的负面影响。县乡财政困难是多年逐步累积的结果,其原因是多方面的、复杂的,不可能用单一措施加以解决。发展县乡经济,加速财源建设;科学、合理界定县乡政府的财权和事权;调整中央和地方的利益分配关系,建立规范的财政转移支付制度;调整地方财政体制,完善地方税收体系;精简机构,转变政府职能;审慎解决县乡债务,减轻县乡债务风险;深化县乡财政管理体制改革,加强财政监督机制等是缓解县乡财政困难的有效之策。

Currently, the finances of the counties and townships are in very difficult conditions, which has already resulted in some negative impact. It can be attributed to a long-term accumulation. In other words, the causes for this problem are in many ways and complicated. Consequentl, it is impossible to find a once-for-all way to work it out. A lot of efficient solutions must be taken as follows ： speeding boosting the economic development of the counties and townships; up the consruction of financial resources; setting apart economic and administrative power of the counties and townships＇governments scientifically and appropriately; balancing the interest allocation between central and local govenments; establishing standard system of financial transferring payment; adjusting system of regional finances;improving system of local tax revenues; simplifying organization and transforming functions of local government ;helping get out of debt and therefore easing the risk of debt; furtering refrms in financial administration;intensitying system of financial supervision and so on.
