摘要
在综合分析了城市交通需求二重性的基础上,探讨了实施交通需求管理(TDM)的可行性与理论根据,阐述了TDM的内涵和实施原则,分析TDM基本理论,初步形成了TDM的合理政策框架,为实现城市交通可持续发展提供理论依据。
Based on analyzing the duality of traffic demand, this paper discusses the root and feasibility of travelling demand management（TDM） and explains the intensions and the principles of TDM. After analyzing the basic theories, the initial policy frame is put forward, which is benefitial to the feasibility development of urban transportation management.
