This paper probes into the development and utilization of the archives, and puts forward some countermeasures for making the archives serve the modernization construction better, which include realizing the service innovation through transforming the conception,broadening the service field through enriching the collections, implementing the systemization of the information through developing the archives information, increasing the utilization ratio of the archives through enlarging the propaganda, and improving the service quality continuously, etc.
