This paper expounds the practical significance of promoting the people-based management in enterprises under the condition of social market economy, and from two aspects of giving effective play to the exemplary function of the leading cadres and mobilizing the enthusiasm of the mass, demonstrates how the enterprise to increase the working efficiency through effective people-based management.
