摘要 随着《地质灾害防治条例》的颁布施行及经济社会发展对生态环境改善的需求,迫切需要地质灾害防治工作不断改进.陕西省是我国地质灾害比较严重的省份之一,如何进一步搞好地质灾害防治工作,提高地质灾害防治效果,不仅是依法行政,切实保障人民生命财产安全的紧迫要求,而且对于保障国家生态安全和构建“和谐社会”具有重要促进作用。文章立足于区域社会经济环境协调发展,以最大限度减少人员伤亡和财产损失为目标,首先回顾了陕西省地质灾害灾情,从时空角度分析了地质灾害的分布特征,介绍了陕西省地质灾害调查成果;从7个方面系统总结了近年来陕西省地质灾害防治工作情况。在此基础上,针对当前地质灾害防治工作中存在的5个突出问题,提出了今后陕西省地质灾害防治工作的基本原则和总体思路,在具体防治对策上,提出“构建综合体系,形成防治合力”,即构建防御管理、治理、资金保障和应急救援4体系构成的防治综合体系,深入探讨了构建地质灾害防治综合体系的具体措施。 With the effect of national prevention regulatioin of geological hazards and the developemnt requirement of economy and society to ecology and environment, the prevention work of geological hazards in China needs improve. Shaanxi Province as one with serious geological hazards in China, how to improve prevention level is not only an urgent work of carrying out prevention regulation of geological hazards, but also is an important force to safeguard ecological safe and harmonious society. In this article, the authors, from the viewpoint of realizing sustainable development of economy, society and environment in Shaanxi province, aiming at reducing people casualties and economic damage utmost, explain firsty history hazards in Shaanxi province and analyzes the spatial and temporal distribution characteristics in brief, introduce the results of geo-hazard survey in Shaanxi Province. Then prevention work of geological hazards in past years are summed up from seven aspects. On the basis of main five problems in prevention management of geological hazards, the authors not only present general rule and train of though on prevention management for geological hazards, but also bring forward the prevention conutermeasures of building integrative system including four systems as management, engineering treatment financial guarantee, and emergency help.
