党的十六大提出的改革和完善党的领导方式和执政方式的任务,在广大农村同样具有现实意义,因为村民自治的发展和乡镇企业改制,已经从根本上改变了村级党组织发挥作用的外边条件。在农村工作中坚持党的领导,也要从改革村级党组织的领导方式着手。

The task of reforming and perfecting the art of the Party＇s leadership, advocated in the 16th Party Congress, has realistic significance in the vast countryside as well. Since the self-governance and the systematic transformation of the township enterprise are on the rise, the outside factors that affect the function of the organizations have been changed at root. Therefore we must stick to the leadership of the party in the countryside by way of improving their leader＇s leading art.
