随着社会经济的发展,公民意识的觉醒,民主不再仅仅是人们的价值追求,还要求广泛的参与到对社会事务的管理中来,这是人们自我实现的一个重要途径。因此,行政管理过程中,不仅要重视法律和民主制度的建设,还要重视民主的伦理化,建设形式上和内容上统一的民主。

With the development of economy and the wakening of citizenship awareness, democracy is no longer the pursuit to value for the people, but more participating in social affairs in a wider range, which is also a way of self-making. So, in the process of executive, we should pay attention to not only the construction of law and democratic system but also ethicizing democracy to build unified democracy in forms and content.
