随着《关下调整部分电信业务资费管理方式的通知》出台，电信资费的市场形成机制义向前迈出了实质性一步。根据《通知》的规定，固定电话区间通话费、移动电话国内漫游通话费、国内长途电话通话费、同际长途电话及台港澳地区电话通活费将实行上限管理，资费上限标准暂按现行资费标准执行。
The enacting of the Notice on adjusting administrative mode of some telecom service tariffs is an essential step forward towards market formation mechanism of telecom service tariff. According to the Notice, upper limit management will be applicable to the tariff of following telecom services： fixed local call, mobile phone domestic roaming, DDD call, IDD call and call to Taiwan, Hong Kong and Macao. The upper limit keeps the same as current tariff standards temporarily.
