摘要
长期以来“政企合一”的体制严重制约着铁路运输企业的发展,形成了运输产品单一、效率低、服务差的局面,作为“国民经济大动脉”,已不能适应国民经济和社会发展的需要,是下一步改革的重点。改革的基本思路是,改变由政府直接投资建设的单一的融资体制,允许非国有资产进入,促进现代企业制度的建立和政企分开;通过“网运分离”,引入竞争机制,提高对市场反应的敏感性;在加入WTO的背景下,转换政府职能,由直接经营者的角色转换为主要为铁路企业提供服务的“服务者”的角色。
“Government and enterprise uniting into one ”has been in existence in the railway transportation enterprise for a long time, it has constrained the development of the railway transportation badly, forming the situation of signal transportation product, the efficiency is low and the service is bad. Being “the big artery of economy of nationality”, the railway transportation enterprise is not fitting for the needs of nationality economy and social growth, and it is the point of the next reform. The basic minds of the reform are:changing the signal invest system by the government directly;allowing the non national asserts to join it,promoting the foundation of modem enterprise system as well as the splitting of government and enterprise; as a result of “the splitting of road net and transportation”, inducing the competitive mechanism, enhancing the sensitive to the market; in the background of joining WTO, changing the function of the government from the role of management directly to the role of providing help for the railway transportation mainly.
