公共权力作为权力的一种类型,公共权力不仅继承了权力的一般特征,而且具有其特殊性:垄断性、普遍性与公共性。在公共管理中,公共权力如果配置和运行失当,就会导致公共权力的异化,公共权力的异化很大程度上降低了公众对公共管理的满意程度,动摇了公共权力合法性的基础,因此必须加强对公共权力的制约,防止公共权力的私化、滥用,侵害公共利益。在分析公共权力异化的同时,进行了遏制公共权力异化的对策研究,以便有利于形成有效的公共权力制约机制,实现公共权力良性、健康的发展。
