Circular economy is a process of productive activity which utilizes energy and its waste comprehensively guided by the thought of sustainable development and according to the way of clean production. The purpose of circulating ecOnomy legislation mainly lies in saving resources to improve the rate of utility of resources, cutting down the discharge of pollution to protect environment, raising production efficiency to accelerate economy development and the sustainable development of the society. With the establishment of circulating economic principle, more attention should be focused on economy legislation. The legislation of circular economy belongs to economic law system.
